RELATING TO SALARIES.

Increases the salary of the superintendent of education from $150,000 to $200,000.

RELATING TO THE BLIND PERSONS' AND LITERACY RIGHTS AND EDUCATION ACT.

Assures individualized education programs for blind or visually impaired children including provisions for instruction in braille.  Establishes standards of proficiency and instruction.  Provides materials in a computer-accessible format capable of braille reproduction.  Requires certification and re-certification of teachers in accordance with braille literacy standards.

RELATING TO EARLY EDUCATION.

Prohibits the moving of junior kindergarten and kindergarten students between tiers; prohibits a junior kindergartener from directly graduating to first grade; ensures that separate curriculum is established for the junior kindergarten program; requires the department of education to staff junior kindergartens with qualified preschool teachers and preschool teacher aides; requires the Hawaii teacher standards board to develop standards for teachers and teacher aides assigned to junior kindergarten classrooms; and appropriates funds for the implementation of a junior kindergarten program that achieves a ten to one student ratio.

RELATING TO EDUCATION.

Establishes a grant program in the department of education to develop curriculum, cross-discipline lesson plans, educational materials, and community-based projects to promote civic responsibility. Appropriates funds for program operations, teacher training, and social studies resource materials.

RELATING TO TECHNOLOGY WORKFORCE DEVELOPMENT.

Appropriates $     in FY 2007-2008 and $    in FY 2008-2009 as a grant-in-aid to Economic Development Alliance of Hawaii, Inc., to maintain existing project EAST schools and to expand the project EAST program to additional schools.
