RELATING TO EDUCATION.

Repeals the transfer of the public health nurses who supervise school health aides from the department of health to the department of education; establishes the school health services program in chapter 302A, HRS; repeals the school health services program in chapter 321, HRS.

RELATING TO VACANT POSITIONS OF THE DEPARTMENT OF EDUCATION.

Repeals provisions relating to vacant positions that are no longer needed due to Act 51, Session Laws of Hawaii 2004. (SD1)

RELATING TO THE DEPARTMENT OF EDUCATION.

Requires reasonable suspicion drug testing of public school employees, teachers, and public library employees; requires department of education to adopt rules to determine sanctions for positive drug tests. Requires the department of education to develop procedures for obtaining the criminal history of certain persons who are seeking to serve as providers or subcontractors and trainees from an institution of higher education. Allows the department to pass on fees charged by the Hawaii criminal justice data center. Repeals the authority of the department to refuse to issue or to revoke a teaching or other educational certificate. Makes appropriation.

RELATING TO EDUCATIONAL ASSISTANTS.

Requires the department of education to report to the legislature on class levels and other career ladder enhancements, the number of affected individuals, and the cost impact of implementing a career ladder for educational assistants. Appropriates funds to the department of education for an educational assistants' career ladder program.

RELATING TO SCHOOL IMPACT FEES.

Establishes a new part for determining school impact fees for financing new or expanding existing department of education schools or facilities by requiring each school impact district to determine the appropriate student generation rates for the area.

RELATING TO EDUCATION.

Establishes an agricultural and culinary education program to encourage farming, diversified agriculture, and related industries as long-term career goals, teach students healthy eating habits, and address Hawaii's long-term food sustainability needs. Expands the scope of the agriculture education program in the public schools. Makes appropriations.

RELATING TO EDUCATION.

Appropriates funds for schools and students meeting specific criteria outside of weighted student formula allocations. Allows complex area superintendents to provide support within the complex areas and appropriates funds therefor. Appropriates funds for junior kindergarten classes with fifteen or fewer students.

RELATING TO EDUCATION.

Provides for smaller learning communities in public schools. Prohibits the selling of school lands and buildings without consideration of using the land and buildings for small learning communities. Requires the department of education to give priority to establishing early childhood education learning facilities over closing or consolidating school facilities.

RELATING TO EDUCATION.

Appropriates funds to implement a new human resource management model for Waianae complex, including Waianae High School and its feeder schools to improve teacher recruitment and licensing.

RELATING TO THE DEPARTMENT OF EDUCATION.

Authorizes the department of education to enter into financing agreements with the concurrence of the director of finance and without the approval of the comptroller. Creates a separate account within the state education facilities improvement special fund to be called the lease payments for schools account.
