RELATING TO GIFT CERTIFICATES.

Prohibits a certificate issuer from charging service fees for dormancy or inactivity within six months after the date of issuance of the certificate.  Requires disclosure of fees on an electronic card or certificate.

RELATING TO MOTOR VEHICLE KEY INFORMATION ACCESS.

Requires motor vehicle manufacturers to allow registered owners through a registered locksmith to access information necessary to produce replacement keys.
