RELATING TO DENTISTRY. Repeals temporary provisions relating to regional examinations for dentists.

RELATING TO CONTRACTORS. Modifies the composition of the contractors license board. Requires at least 3 members of the contractors license board to be appointed from a list of nominees submitted from the speaker of the house of representatives and at least 3 from a list submitted by the president of the senate.

RELATING TO ELECTRICAL LICENSING. Specifies educational requirements for electricians.

RELATING TO CAPTIVE INSURANCE COMPANIES. Allows captive insurance companies to be formed as limited liability companies. Clarifies minimum capital and surplus requirements. Increases investment flexibility for pure captives.
