RELATING TO DENTISTRY.

Repeals temporary provisions relating to regional examinations for dentists.

RELATING TO CONTRACTORS.

Establishes complaints database on contractors; authorizes contractors license board to award attorneys fees in proceedings for violation of chapter, the law regulating contractors; requires board to revoke a license for certain violations of chapter 444; requires license revocation for a contractor's failure to properly supervise employees and subcontractors and for gross negligence.

Modifies the composition of the contractors license board.  Requires at least 3 members of the contractors license board to be appointed from a list of nominees submitted from the speaker of the house of representatives and at least 3 from a list submitted by the president of the senate.

RELATING TO THE LOSS MITIGATION GRANT FUND.

Authorizes the release of $2,000,000 for FY 2007-2008 from the loss mitigation grant fund to provide grants for wind resistive devices.

RELATING TO THE LOSS MITIGATION GRANT PROGRAM.

Amends the definition of "wind resistive devices" to include residential safe rooms for grant eligibility to encourage the private development of safe rooms.

RELATING TO INSURANCE LICENSING.

Re-establishes the issuance and all services fess applicable to limited line motor vehicle rental company producer's licensee.  Requires adjusters and independent bill reviewers' place of business be located the licensee principally conducts transactions under the license.

RELATING TO CAPTIVE INSURANCE.

Establishes a $200,000 maximum annual premium tax paid by captive insurance companies licensed by the DCCA.

Allows captive insurance companies to be formed as limited liability companies.  Clarifies minimum capital and surplus requirements.  Increases investment flexibility for pure captives.

Enacts a new part in insurance code to provide for sales and solicitations of annuities.

RELATING TO SENTENCING OF REPEAT OFFENDERS.

Specifies that any person committing felony insurance fraud in motor vehicle insurance, private health insurance, mutual benefit health insurance, health maintenance organization health insurance, and worker's compensation insurance lines will be subject to repeat offender increased sentencing guidelines if that person ahs a pervious conviction for the crime of felony insurance fraud.

RELATING TO INSURANCE.

Conforms current statutes to recommendations of the National Association of Insurance Commissioners (NAIC) with respect to:  (1)  the authority required to implement rules to carry out the directives of the federal Military Personnel Financial Services Protection Act;  (2)  long-term care insurance; and  (3)  the sharing of information with the insurance regulatory agencies of foreign countries.
