RELATING TO AGRICULTURE.

Appropriates $200,000 to plan a terminal market pilot program on the Big Island; appropriates $50,000 for the Department of Agriculture (DOA) to hire a consultant to assist in planning terminal markets; authorizes $3,000,000 in general obligation bonds to finance construction and equipment for a terminal market and vacuum cooling plant on the island of Hawaii; requires the consultant to work with DOA to form a Committee relating to terminal markets.

Establishes the agricultural business investment tax credit.

RELATING TO AGRICULTURE.

Amends agribusiness development corporation law to refocus and direct the role of the corporation to one of taking control of infrastructure from closing large crop plantation operations and converting the infrastructure for use by multiple diversified agricultural enterprises.  Removes department of agriculture's oversight of the corporation.  Restores procurement code exemption to agribusiness development corporation.
