RELATING TO STATUTORY REVISION: AMENDING, REENACTING, OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSE OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends, reenacts, or repeals various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purpose of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

RELATING TO UNIFORM STATE LAWS.

Appropriates funds for travel expenses of the state commissioners to the National Conference of Commissioners on Uniform State Laws

RELATING TO THE OFFICE OF THE OMBUDSMAN.

Authorizes the ombudsman or an authorized representative to obtain state tax returns and return information in connection with the official duties of the office of the ombudsman.

RELATING TO THE OMBUDSMAN.

Expands jurisdiction of ombudsman to include private providers providing health services and human services under contract to a governmental agency pursuant to chapter 103F. Changes first assistant to deputy ombudsman. (HB440 HD1)

RELATING TO COURTS.

Repeals the jury service exemptions for categories, except for jurors who served within the last year. Adds jury service exemptions for persons who live more than 70 miles from the court for jury service, and persons who are 70 or older.

RELATING TO JURORS.

Exempts emergency medical services personnel from serving as jurors.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES.

Provides for the authorization and payment of claims against the State for refunds of taxes, for judgments and settlements, and for other miscellaneous payments.

RELATING TO TAX ADMINISTRATION.

Provides the DOTAX with the authority to impose civil penalties and seek court injunctions on persons who promote abusive tax shelters and tax preparers who support unrealistic positions on tax returns.

RELATING TO TAX ADMINISTRATION.

Facilitates the ability of DOTAX to issue assessments for fraudulent tax returns.

RELATING TO CIVIL RIGHTS.

Prohibits discrimination in public accommodations on the basis of gender identity or expression, or sexual orientation.

RELATING TO DISCRIMINATION.

Makes it a civil rights violation to unlawfully discriminate against an individual preventing the individual from receiving state or county benefits for the sole reason that the individual cannot use English proficiently. Also prohibits county agencies or programs and activities receiving county financial assistance from discriminating against an individual because of the individual's disability.

RELATING TO SENTENCING OF REPEAT OFFENDERS.

Amends the sentencing of repeat offenders provision to include the insurance fraud penalty provisions.

MAKING AN APPROPRIATION FOR COMMUNITY ANTI-DRUG FUND.

Appropriates $200,000 for grass roots community-based anti-drug and substance abuse events in Hawaii county.

RELATING TO ABSENTEE VOTING.

Directs absentee ballots to be delivered to locations designated by the chief election officer or at a polling place in an emergency.

RELATING TO ELECTION.

Directs judiciary to notify county clerk of a felony conviction at time of actual sentencing of the felon.

MAKING AN APPROPRIATION FOR INCREASING STIPENDS FOR VOLUNTEER PRECINCT OFFICIALS.

Makes an appropriation to increase stipend for volunteer precinct officials.

RELATING TO THE OFFICE OF ELECTIONS.

Appropriates funds to enable the office of elections to provide voter registration and information materials in Korean in printed and electronic form.

RELATING TO CAMPAIGN SPENDING.

Provides that campaign contributions shall not be used for election in another state or county office without contributor's written consent.

RELATING TO CAMPAIGN SPENDING.

Exempts accounting services by treasurer and deputy treasurer from definitions of "contributions" and "expenditures". Clarifies that loans from immediate family members are not subject to certain contribution limits. Establishes conditions under which 2 or more corporations are treated as 1 person for the purposes of campaign contribution limits.

RELATING TO CORRECTIONS.

Appropriates funds to expand use of inmate work lines for groundskeeping on state property.

RELATING TO MISSING PERSONS.

Improves the capacity of law enforcement agencies to locate and return missing persons by using technology and databases. Establishes a required Maile Amber alert plan and Code Adam procedures.
