RELATING TO PUBLIC ACCESS TO COASTAL AND INLAND RECREATIONAL AREAS.

Requires that agencies protect public rights-of-way to coastal or inland recreational areas. Creates a public prescriptive easement if the right-of-way has been used continuously by the public for over five years.

RELATING TO AGRICULTURAL PRODUCT MARKET DEVELOPMENT.

Requires all state entities that expend funds to conduct agricultural product market development shall afford parity to organically grown produce. Defines "organically grown".

RELATING TO ROYAL KUNIA.

Appropriates funds for the condemnation of land in Royal Kunia for the establishment of a state park.

RELATING TO AGRICULTURE.

Requires Office of Planning to develop action plan to: (1) transfer responsibilities relating to agricultural irrigation development and management, agricultural parks, agricultural loan programs, and agricultural processing from DOA to the Agribusiness Development Corporation (ADC); (2) transfer responsibilities for agricultural marketing from DOA to DBEDT; and (3) place ADC under DBEDT for administrative purposes.

RELATING TO PROTECTION OF FOREST RESERVES.

Establishes general administrative penalties for violations under chapter 183. Increases fines for timber trespass.

RELATING TO FOREST STEWARDSHIP.

Allows revenue derived from forest reserves to be deposited into the Forest Stewardship Fund for management of the State Forest Reserve System.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST MAUI LAND AND PINEAPPLE COMPANY, INC.

Authorizes special purpose revenue bonds for Maui Land and Pineapple Company, Inc.

RELATING TO THE GENERAL EXCISE TAX.

Provides a general excise tax exemption for rental income collected from a lessee that is actively engaged in farming.
