RELATING TO BOATING.

Requires the Department of Taxation to deposit an amount equivalent to 10% of the general excise tax revenues received from the direct revenues generated by the ocean recreation industry during the preceding fiscal year into the boating special fund.

RELATING TO PUBLIC ACCESS TO COASTAL AND INLAND RECREATIONAL AREAS.

Requires that agencies protect public rights-of-way to coastal or inland recreational areas. Creates a public prescriptive easement if the right-of-way has been used continuously by the public for over five years.

RELATING TO AGRICULTURAL PRODUCT MARKET DEVELOPMENT.

Requires all state entities that expend funds to conduct agricultural product market development shall afford parity to organically grown produce. Defines "organically grown".

RELATING TO STATE ENTERPRISE ZONES.

Establishes that agricultural businesses shall remain eligible for tax incentives under the EZ program in the event of force majeure. Allows agricultural businesses to meet annual gross revenue requirements if the businesses are unable to meet annual full-time employee requirements. Clarifies the definition of "full-time employees". Specifies that tax credits taken in the EZ program cannot be duplicated in other tax incentive programs.

RELATING TO ROYAL KUNIA.

Appropriates funds for the condemnation of land in Royal Kunia for the establishment of a state park.

RELATING TO AGRICULTURE.

Requires Office of Planning to develop action plan to: (1) transfer responsibilities relating to agricultural irrigation development and management, agricultural parks, agricultural loan programs, and agricultural processing from DOA to the Agribusiness Development Corporation (ADC); (2) transfer responsibilities for agricultural marketing from DOA to DBEDT; and (3) place ADC under DBEDT for administrative purposes.

RELATING TO AGRICULTURAL LEASES.

Transfers the administration of agricultural leases in the Department of Land and Natural Resources to the Agribusiness Development Corporation.

RELATING TO PROTECTION OF FOREST RESERVES.

Establishes general administrative penalties for violations under chapter 183. Increases fines for timber trespass.

RELATING TO FOREST STEWARDSHIP.

Allows revenue derived from forest reserves to be deposited into the Forest Stewardship Fund for management of the State Forest Reserve System.

RELATING TO GROUNDED VESSELS.

Allows the State to take more immediate action in the case of a vessel grounded on a living reef or other critical areas where prompt action may minimize the damage to State property and ocean resources.
