RELATING TO STATE EMPLOYEE LEGAL IDENTIFICATION CARDS.

Requires the department of accounting and general services to issue legal identification cards to all state employees.

RELATING TO THE AUDITOR.

Provides explicit authority to the auditor to inspect all accounts, books, records, files, papers, and documents and all financial affairs of the department of taxation.

RELATING TO DISASTER PREPAREDNESS.

Establishes hurricane resistant building code for state buildings; requires developers to install siren warning devices in developments; provides wind resistant devices income tax credit; establishes rebuttal presumption in favor of undergrounding utilities in tsunami-prone areas; clarifies governor's duties in deploying national guard; allocates funds from FY06 to establish emergency cache; prohibits profiteering and price gouging; creates residential disaster assistance special fund and makes appropriation; makes appropriations for emergency shelter spaces, loss mitigation grant program, and civil defense warning sirens.

RELATING TO CIVIL DEFENSE.

Conforms Hawaii's civil defense laws to current federal laws, organizational structure, and practices.

RELATING TO EMERGENCY MANAGEMENT ASSISTANCE COMPACT.

Allows Hawaii to join the Emergency Management Assistance Compact.

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

Authorizes OIP to file an action in the circuit courts to compel an agency's compliance with a decision rendered.

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

To make the powers and duties of the Office of Information Practices (OIP) in administering part I of chapter 92, Hawaii Revised Statutes (Sunshine Law), consistent with its powers and duties in administering chapter 92F, Hawaii Revised Statutes, the Hawaii Uniform Information gives OIP the ability to render decisions. Makes compliance by boards mandatory, and, if necessary, allowing OIP to obtain court enforcement of its decisions.

RELATING TO CONCESSIONS ON PUBLIC PROPERTY.

Allows legal tender or financial instruments other than bonds to be used to secure performance under state concession contracts with smaller concessionaires.

RELATING TO CONTRACTORS.

Raises the handyman's exemption to $3,500 to correlate to the maximum amount a person may sue for in small claims court.

RELATING TO FIRE PROTECTION.

Authorizes the state fire council to employ an administrative assistant; makes appropriation.

RELATING TO EMERGENCY RELIEF FOR NATURAL DISASTERS.

Authorizes the governor to order the release of up to ten per cent of moneys in the emergency and budget reserve fund for emergency assistance to residents and businesses sustaining damage from natural disasters. Also appropriates funds for emergency assistance.

RELATING TO PROCUREMENT.

Allows "best value" principles and criteria to be used in procuring construction contracts through the competitive sealed proposals process.

RELATING TO PROCUREMENT.

Requires exempt agencies to have written procurement policies, procedures, and ethics. Requires exempt agencies to document purchases for audit. Requires a legislative bill exempting an agency to contain legislative findings of necessity. Allows an agency to supplement procurement training if there is no effect on budget.

RELATING TO PROCUREMENT.

Raises small purchases limit from $25,000 to $50,000.

RELATING TO PROCUREMENT.

Restores exemptions for SPRBs from procurement code.

RELATING TO LABOR.

Makes it the responsibility of the chief procurement officer to inform governmental contracting agencies of the requirements and applicability of Hawaii's prevailing wage law.

RELATING TO PROCUREMENT.

Prohibits provisions in governmental procurement contracts that require the contractor to defend the governmental body; allows contracts to require a contractor to indemnify and hold harmless the governmental body.
