RELATING TO EMPLOYMENT SECURITY LAW.

Removes the requirement that funds appropriated to the county of Hawaii workforce investment board be expended for the eradication of coqui frogs and other invasive species. Removes the timeline requirement for the release of funds under Act 249, SLH 2005.

RELATING TO HEALTH INSURANCE.

Requires the State and counties to provide health insurance to its emergency and temporary hires and part-time employees who work less than twenty hours a week who would otherwise not have health insurance coverage.

Requires indirect public works project to comply with the law relating to prevailing wages in public works projects. Defines indirect public works project.

Prohibits discrimination against persons with a lack of proficiency in English.
