RELATING TO TORT ACTIONS.

Repeals the provision that prohibits liability waivers from being enforceable against the rights of a minor who suffers injuries from participating in a motorsports event at a motorsports facility. Provides qualified immunity for public entities and public employees from injuries sustained by a person when using a motorsports facility. (SB2213 HD1)

Clarifies the definition of "neighborhood electric vehicle" regarding carrying capacity, the number of vehicle wheels allowed, and the maximum gross vehicle weight rating allowed.

RELATING TO CAMPAIGN SPENDING.

Clarifies that if a corporation or company uses funds from its own treasury to fund the corporation or company's own noncandidate committee, there is no limit on contributions or expenditures to the corporation or company's noncandidate committee. Each noncandidate committee may only make contributions in the same aggregate amount as an individual may contribute provided that the noncandidate committee register as a committee. Establishes an expenditure ceiling for prosecuting attorney candidates who participate in the publicly funded campaign program. (SD1)

RELATING TO HIGHWAY SAFETY.

Increases the penalties for motorists who violate Hawaii's crosswalk law. Establishes the photo red light imaging detector systems program and authorizes counties to administer the program. (SB2385 HD1)

RELATING TO GROUNDED VESSELS.

Allows the State to take immediate action when a vessel is grounded on a coral reef or is in imminent danger of breaking up. (SD2)

RELATING TO BIOLOGICAL EVIDENCE.

Provides for the immediate DNA testing of all felons who are currently incarcerated. Allows for post conviction DNA testing for those who were not convicted but were acquitted of a crime on the ground of physical or mental disease, disorder, or defect. (SD1)

Authorizes a child's current foster parents to attend and participate as parties in all Child Protective Act proceedings subsequent to a disposition hearing. (SB2328 HD1)

RELATING TO HOUSING.

Amends the definitions of "public housing project" and "tenant" for purposes of evictions from federal public housing. Amends references to the time period in which a public housing tenant has to request a grievance hearing in the written notice of eviction to conform to the recently amended grievance procedure rules. Amends reference to public housing project or complex in the residential landlord-tenant code. (SD2)

RELATING TO HEALTH.

Establishes a new chapter that protects the public health and welfare by prohibiting smoking in public places and places of employment, ensuring a consistent level of basic protections statewide from exposure to secondhand. Repeals chapter 328K. (SD1)

RELATING TO PUBLIC HOUSING.

Allows any person to appeal a denial of eligibility for public housing that is based on an eviction which occurred more than ten years prior to the current application for public housing, subject to conditions. (SD1)

RELATING TO EMINENT DOMAIN.

Prohibits the exercise of eminent domain by the State, counties, or private entities for urban renewal or economic development purposes that result in the development of nongovernmental retail, office, commercial, residential, or industrial development. Exempts developments integral and required for public purpose projects from this prohibition. Allows a former owner or beneficiary to reacquire property for fair market value if property taken through eminent domain ceases to be used for stated public use. (SB 2986 HD1)
