Establishes guidelines for licensure of genetic counselors to ensure professional and quality services for public safety and welfare.

Establishes a program for reporting illegal drug manufacturing laboratories, for proceedings to find them unfit for use, for site decontamination, and for certification of decontamination contractors.

Amends the controlled substances provisions to include provisions for counterfeit substances and imitation controlled substances.

Clarifies the requirements for emergency call-in Schedule II prescriptions, the use of facsimile and telephonic prescriptions, and the appropriate use of narcotics to treat addiction. Creates central fill pharmacies. Allows limited information sharing. Adds new definitions.

Amends statutory provisions to conform with changes to the Uniform Controlled Substances Act enacted in 2005.

RELATING TO ALCOHOL AND SUBSTANCE ABUSE.

Repeal optional, exclusionary insurance provision for injuries sustained by insured persons as a result of intoxication from alcohol or narcotics. Appropriates funds to establish the Screening, Briefing, Intervention, Referral, and Treatment program.

RELATING TO HEALTH INSURANCE.

Requires health insurance companies that offer preferred provider organization plans to pay out-of-network health care providers directly for health care services provided to policy holders.

RELATING TO AMBULANCE SERVICES.

Allows director of health to adopt rules to allow emergency ambulance service providers to charge a fee for an emergency ambulance service response during which emergency medical services personnel examine a patient who, ultimately, is not transported to an emergency room for emergency medical care.

MAKING AN APPROPRIATION FOR EMERGENCY MEDICAL SERVICES.

Appropriates funds to department of health to contract with a government agency or U.S. military branch to provide intra-island only aeromedical roto-wing services for rural Oahu.

RELATING TO THE GENERAL EXCISE TAX.

Exempts medical services and equipment from the general excise tax.
