RELATING TO CHILD ABUSE.

Requires members of the clergy to report cases of child abuse to the police or the department of human services; exempts confidential clergy communications.

RELATING TO CORRECTIONS.

Requires implementation of policies and procedures, protocols, and a quality assurance program to ensure adequate youth correctional facility staff training. Provides for comprehensive assessments of all persons committed to youth correctional facilities. Revises duties and responsibilities of regional advisory boards.

RELATING TO VIOLENT VIDEO GAMES.

Requires violent video games to be labeled as specified and prohibits the sale or rental of those violent video games to minors. Provides that a person who violates the law shall be fined up to $1,000 for each violation.

RELATING TO PARENTING PLANS.

Authorizes the court or the parties to change a parenting plan at any time during the minority of the child without requiring a material change of circumstances.

RELATING TO THE AT-HOME INFANT CARE PROGRAM.

Allows qualifying TANF recipients to act as full-time at-home caregivers for children under two years of age and to receive 90-100 per cent of the childcare subsidy the State would otherwise pay for the childcare services.

RELATING TO HOME AND COMMUNITY-BASED SERVICES.

Extends the statutory authority for the licensing of home and community-based case management agencies and the certification of community care foster family homes until 06/30/08.

RELATING TO A COMPREHENSIVE FAMILY CAREGIVER ASSISTANCE PROGRAM.

Appropriates $4,000,000 for a comprehensive family caregiver assistance program. Requires director of taxation to submit proposed legislation and projections of effect on tax revenues by a $1,000 tax credit for family caregivers before convening of 2007 regular session.

Establishes the year of the family celebration 2008 commission. Appropriates funds for the commission's operating expenses.

Prohibits recovery of public assistance overpayments resulting from the action or inaction of the department of human services, to the extent that recovery does not conflict with requirements for the receipt of financial assistance from the federal government.

RELATING TO AGING IN PLACE TAX CREDIT.

Provides a tax credit to taxpayers that renovate their residence to accommodate a handicapped or aging person.

RELATING TO GENERAL EXCISE TAX.

Exempts up to $2,000 a year of gross income for trusts that benefit a blind, deaf, or totally disabled individual, and taxes income in excess of the exemption at 0.5% rate.

RELATING TO GENERAL EXCISE TAX.

Provides a general excise tax exemption for amounts received for food purchases from participants in the "WIC" supplemental food program for women, infants, and children under age 5.
