RELATING TO KALAUPAPA PATIENT RESIDENTS.

Protects patient residents of Kalaupapa against unwarranted, unsolicited, or unreasonable intrusions into their personal and financial affairs.

RELATING TO HEALTH.

Establishes a new chapter that protects the public health and welfare by prohibiting smoking in public places and places of employment, ensuring a consistent level of basic protections statewide from exposure to secondhand. Repeals chapter 328K.

RELATING TO FLAVORED TOBACCO PRODUCTS.

Prohibits the sale and distribution of flavored tobacco products.

RELATING TO TOBACCO.

Makes it a misdemeanor for minors (persons under age 18) to possess or use tobacco products. Exempts minors when lawfully delivering tobacco products or participating in a law enforcement activity.

Creates the childhood and chronic diseases special fund; allows income tax refund check-off for contributions to the fund.

RELATING TO JUVENILE DIABETES CURE RESEARCH.

Allows individual taxpayers that receive a tax refund to designate an amount from their refund for juvenile diabetes cure research.

RELATING TO HEALTH.

For 2006-2007 flu season, gives preference to children under 10 and pregnant women not to be given vaccines containing more than a trace amount of mercury. For 2007-2008 flu season, prohibits such vaccinations for all. Allows certain exemptions.

RELATING TO THE REGULATION OF TATTOOS, PIERCINGS, BRANDS, MUTILATION, IMPLANTS, AND SCARIFICATIONS.

Assigns regulatory authority of piercing, branding, mutilation, implanting, and scarification to the department of health.

RELATING TO DISCLOSURE OF VITAL STATISTICS RECORDS TO LAW ENFORCEMENT OFFICERS FOR CRIMINAL INVESTIGATIONS.

Adds law enforcement officers to those who are considered to have a direct and tangible interest in public health statistic records.

Creates statewide commission on HIV/AIDS. Appropriation.
