Provides a framework for energy self-sufficiency, focusing on: increasing renewable energy tax credits; installing photovoltaic systems in public schools; enabling compliance with the State's greenhouse gas and energy efficiency goals; incorporating green building practices for state-funded facilities; establishing a pay as you save program for solar water heating systems; establishing a bio-diesel preference in the state procurement law; and establishing a Hawaii renewable hydrogen program and hydrogen investment capital special fund.

(1) Adds Singapore spot daily price in determination of baseline price, with lowest three of the four average weekly geographic prices averaged for State baseline; (2) in event of a holiday or holidays, requires PUC to use average of remaining business days of the week; (3) removes the location adjustment factor; (4) reduces the marketing margin factor to 14 cents; (5) allocates different percentages of zone price adjustments to different distributors performing different functions; (6) provides for adjustment of zone price adjustments and allocation of zone price adjustments on a zone by zone basis; (7) establishes (a) petroleum industry monitoring, analysis, and reporting program; (b) petroleum industry monitoring, analysis, and reporting special fund; and (c) unfair practices by petroleum industry; (8) suspends enforcement of gasoline pricing program by PUC; and (9) repeals gasoline pricing program 1/1/11.

Appropriates funds out of the general revenues to install vog monitoring stations at Mountain View and Pahala on the island of Hawaii.

Requires OEQC to contract with the UH environmental center to perform a comprehensive review of the EIS process. Appropriates money to DOH to fund the contract. Appropriates money for the environmental council to contract with a consultant to coordinate the State's environmental justice activities.

RELATING TO DEPOSIT BEVERAGE CONTAINER PROGRAM.

Extends reverse vending machine rebate program to persons who are not dealers or recyclers. Extends time for new rebate. Extends sunset date of Act 228, SLH 2005, to June 30, 2008.

RELATING TO SOLID WASTE.

Increases the volume limit of deposit beverage containers from 64 to 68 fluid ounces. Requires distributors to report container numbers sold and make fee payments on that basis. Specifies redemption center operating hours. Permits calculation of redemption value by container count in certain instances. Allows refusal of refund for previously processed and baled containers. Establishes penalties for violation of the deposit beverage container program.
