(1) Establishes the Kakaako central small business district; (2) returns zoning and land use controls for the Kakaako central small business district to the jurisdiction of the city and county of Honolulu; and (3) places a restriction on infrastructure and street improvements in the Kakaako central small business district by the HCDA.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires HCDA to adopt community and public notice procedures, including posting its proposed plans for development, public notice of its proceedings, and meeting minutes on its website, and providing the public with the opportunity to testify at its decision making hearings. Requires HCDA to notify the Legislature prior to any public hearing, and after the hearing regarding the public's reaction.

RELATING TO LANDS CONTROLLED BY THE STATE.

Requires the Hawaii Community Development Authority (HCDA) to obtain legislative approval before disposing of certain state lands under their respective jurisdictions in Kakaako Makai. Prohibits residential projects on state lands in Kakaako Makai.

Adds 2 more members to the governing body of the Hawaii community development authority. Requires the governor to appoint 2 nominees, 1 from a list of nominees provided by the senate president, and 1 from a list of nominees provided by the speaker of the house of representatives.

Clarifies the appraisal process for state acquisitions of "Lands Having Value as a Resource to the State"; permits the State to purchase land at a cost higher than appraisal if it determines the higher cost is justified; and exempts donated lands from the appraisal requirements.

Requires 50 per cent of the moorage application fees collected from commercial permittees of the small boat harbors be credited to the Boating Special Funds. Prohibits the transfer of the small boat harbors to the county without Legislative approval.

Appropriates funds for a baseline environmental study of the Waianae Coast ocean area in accordance with Act 6, Special Session Laws of Hawaii 2005.
