Extends the time allowed to acquire the lands designated as part of the South Kona wilderness area on the island of Hawaii from 12/31/06 to 12/31/07.

RELATING TO THE CONVEYANCE TAX.

Exempts from the conveyance tax any documents or instruments conveying real property from a testamentary trust to an entity owned by the trust for the purpose of distributing ownership interests in the entity to a beneficiary under the trust.

RELATING TO MILITARY INSTALLATIONS.

Requires notification to the commanding officer of a military installation of zoning change applications and district boundary amendment petitions for land within 3,000 feet or 2 miles (depending on county population) of a military installation.

RELATING TO THE GENERAL EXCISE TAX.

Requires an unspecified percentage of GET revenues paid by permittees of vessels used for commercial activities carried out in small boat harbors to be deposited each fiscal year into the boating special fund. Effective 7/1/2006 and repealed on 6/30/2011.

RELATING TO BOATING.

Increases mooring fees by 50 percent on July 1, 2006, and by an additional 10 percent each subsequent July over the next four years.

RELATING TO MARINE RESOURCES.

Requires the Department of Land and Natural Resources (DLNR) to assess for effectiveness and implement the various marine management tools to address the depleting marine resources of the State. Appropriates funds for the assessment and implementation and additional DLNR enforcement personnel.
