Allows the Board of Agriculture to manage, develop, and dispose of public lands set aside by a Governor's executive order to the Department of Agriculture. Expressly authorizes the DOA to manage non-agricultural park lands to the same extent it is authorized to manage agricultural parks under its control.

Requires the City and County of Honolulu to transfer to the State a parcel of pristine wetlands known as Kawai Nui Marsh effective September 1, 2006; transfers another parcel of Kawai Nui Marsh to the State.

RELATING TO LAND TRANSFER.

Transfers control and custody of remnant lot from the Hale Aupuni subdivision in Waimanalo, from the Hawaii Housing Finance and Development Administration to the Department of Land and Natural Resources (DLNR). Requires DLNR to use best management practices in the maintenance of the riparian area of the remnant lot.
