Allows member of U.S. armed forces on active service outside of Hawaii to renew driver's license within 90 days of the member's return to Hawaii or discharge from hospitalization.

Directs Director of Civil Defense to establish criteria, rules, and conditions for providing emergency shelters for pet animals and to identify public shelters suitable for sheltering pet animals; and may identify private shelters that are also suitable for sheltering pet animals.

Establishes a new department of civil defense to which all civil service, disaster relief, and emergency preparedness powers and functions currently assumed by the state department of defense shall be transferred.

Ratifies the Emergency Management Assistance Compact and allows Hawaii to become a member.

Prohibits the state or counties from expending federal funds under the State Homeland Security Program (Program) unless the state Department of Defense submits a report detailing expenditures under the Program and a plan for homeland security that includes certain priorities.

MAKING AN APPROPRIATION FOR INCREASING POWER GENERATING CAPACITY FOR THE QUEEN'S MEDICAL CENTER.

Appropriates $1 from the hurricane reserve trust fund for a chapter 42F grant to The Queen's Medical Center to upgrade generator capacity for its trauma center to ensure sufficient capacity in the event of a major disaster.
