RELATING TO NOISE. Prohibits as disorderly conduct, the operation of motorized equipment with noise levels exceeding 120 decibels, including lawn mowers, leaf blowers, and other grounds maintenance or construction equipment, between 6:00 p.m. and 7:00 a.m., any day of the week. |

RELATING TO NOISE POLLUTION. Authorizes any person acting as a private attorney general to commence a civil action against a person or entity that is in violation of the noise pollution law. |

RELATING TO LITTER CONTROL. Increases the mandatory minimum fines for littering violations, including littering from a motor vehicle; littering in public; and criminal littering. |

RELATING TO CURBSIDE RECYCLING. Requires counties with greater than 500,000 residents to implement curbside collection of recyclable goods as a component of their solid waste management programs. |

RELATING TO ILLEGAL DISPOSAL OF SOLID WASTE. Authorizes the Director of Health to develop and administer rules for a neighborhood watch program, and design and produce signs that inform the public that dumping is illegal, including a list of fines and penalties, and that a neighborhood watch is in effect. Appropriates from the Environmental Response Revolving Fund $100,000 to the Department of Health for the design and production of the signs. |
