MAKING AN EMERGENCY APPROPRIATION TO REIMBURSE THE DEPARTMENT OF EDUCATION FOR PREMIUM PAYMENTS TO EMPLOYEES' TAX SHELTERED ANNUITY PLANS.

Makes an emergency appropriation to reimburse the department of education for premium payments to employees' tax sheltered annuity plans.

RELATING TO HAWAII 3RS.

Exempts contractors, consultants, and their employees hired on a project funded by the Hawaii 3R's Program from the state prevailing wage law, if the work provided is at no cost or at a reduced rate.

Directs the Hawaii Teachers Standards Board to create alternative criteria and other measures of qualification for highly qualified vocational education and career pathway teachers.

Establishes income tax credit and incremental salary increases for teachers. Creates a comprehensive evaluation process for teachers. Appropriates funds for various teacher incentive programs.

RELATING TO THE HIRING OF RETIRED TEACHERS IN THE DEPARTMENT OF EDUCATION.

Allows the Superintendent of Education to hire retired State Department of Education teachers in labor shortage and difficult to fill instructional teaching positions for longer than 89 days or up to 100% full-time equivalents, without the retirees incurring any negative impact on their normal retirement benefits.

Assigns new century charter school employees to public sector bargaining units. Establishes collective bargaining process for new century charter school employees.

Confers the same rights and benefits of civil service employees in the department of education to civil service employees of the new conversion charter schools.

Establishes minimum qualifications for administrator and project managers of the department of education's facilities services branch.

RELATING TO EDUCATION.

Allows the Department of Education to consider hiring persons with bachelors or higher degrees who have teaching experience to teach in subjects in which they have a degree. Requires that one member of the Hawaii Teacher Standards Board come from a non-teaching background. Authorizes the Department of Education to expand on the standardized statewide Teacher Induction Program.

RELATING TO EDUCATION.

Appropriates funds for additional teachers and educational assistants for junior kindergarten and kindergarten classes. Appropriates funds for a longitudinal study that follows children from kindergarten to grade 3.

Establishes that the compensation of substitute teachers shall be tied to the salary or wage increases provided to licensed class II teachers of the department of education.
