RELATING TO THE TEACHER CADET PROGRAM.

Appropriates matching funds for the teacher cadet program.

RELATING TO EDUCATION.

Allows the Department of Education to consider hiring persons with bachelors or higher degrees who have teaching experience to teach in subjects in which they have a degree. Requires that one member of the Hawaii Teacher Standards Board come from a non-teaching background. Authorizes the Department of Education to expand on the standardized statewide Teacher Induction Program.

RELATING TO EDUCATION.

Appropriates funds for additional teachers and educational assistants for junior kindergarten and kindergarten classes. Appropriates funds for a longitudinal study that follows children from kindergarten to grade 3.

Requires the reduction of the student to teacher ratio for elementary, middle, and high school grades. Appropriates funds for initiatives and for staff needed to support the reduction.

RELATING TO SUBSTITUTE TEACHERS.

Establishes that the compensation of substitute teachers shall be tied to the salary or wage increases provided to licensed class II teachers of the department of education.

MAKING AN APPROPRIATION FOR EDUCATION.

Appropriates funds for a weighted student formula conversion program that provides supplementary allocations to schools adversely affected by the weighted student formula.

Waives the residency requirements for department of education applicants identified by the superintendent of education.

Persons wishing to testify should submit 35 copies of their testimony to the committee clerk, Room 230, State Capitol, 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
