Strengthens the operations of the Department of Education by creating various positions.

RELATING TO EDUCATION.

Allows DOE and charter schools to employ retired licensed teachers to teach full-time in teacher shortage areas and serve as mentors for new classroom teachers.

RELATING TO CHARTER SCHOOLS.

Clarifies that a teacher from a new century charter school who transfers to a public school shall not be considered a new teacher of the Department of Education (DOE). Establishes that civil service employees of a new century conversion charter school shall retain their civil service status in the DOE's civil service system and shall be entitled to all rights and benefits as other civil service employees employed by DOE.

RELATING TO EDUCATION.

Creates the Facilities Alignment Commission to revitalize school facilities by developing and submitting recommendations for areas for new school construction, schools for expansion, and schools for consolidation or closure. Allows the Legislature to disapprove these recommendations only in their entirety. If no legislative disapproval occurs, requires the Board of Education to comply with these recommendations.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR SAINT LOUIS SCHOOL.

Authorizes the issuance of up to $15,000,000 in special purpose revenue bonds for Saint Louis School to finance or refinance the planning, acquisition, construction, or improvement of its educational facilities.
