Establishes linked investments to provide loan funds for agriculture. Authorizes the State to invest in linked investments. Provides that the State is not liable for a defaulted linked investment loan. (HB3067 HD2)

RELATING TO HOUSING.

Establishes the Kakaako Affordable Housing Development Program and the Kakaako Affordable Housing Development Fund to provide incentives for developers building or rehabilitating affordable housing units in Kakaako over the next five years. RELATING TO LAND TRANSFER.

Transfers control and custody of remnant lot from the Hale Aupuni subdivision in Waimanalo, from the Hawaii Housing Finance and Development Administration to the Department of Land and Natural Resources (DLNR). Requires DLNR to use best management practices in the maintenance of the riparian area of the remnant lot. (HB3149 HD1)

RELATING TO HOUSING.

Authorizes State Rent Supplement Program funds to be used for operating subsidies for state low-income housing units transferred to private organizations to operate and manage the units. Increases the allocation of conveyance tax revenues to the Rental Housing Trust Fund. Allows state-owned parcels to be leased for the development of self-help housing. Provides for the transfer of public lands suitable for affordable residential development to the Hawaii Housing and Finance Development Administration. Appropriates funds for homeless and transitional housing programs. Appropriates funds to repair vacant public housing units. Appropriates funds for interim construction loans to develop self-help ownership homes. (HB2176 HD2)
