RELATING TO DRUG DEMAND REDUCTION ASSESSMENTS.

Adds to the offenses for which an offender must pay the drug demand reduction assessment used to fund drug treatment. Amends priority of payment to require payment of restitution, probation fees, and crime victim compensation fees before assessment. Permits court to order offender to treatment and reduce or waive monetary assessment. Places burden on offender to show inability to pay.

Suspends the state tax on alternative fuels for a period of five years to encourage the development and production of alternative fuels.

RELATING TO SOLID WASTE MANAGEMENT.

Appropriates funds to the department of health to expand its solid waste management enforcement and monitoring capabilities. Allows persons who report illegal dumping activity to receive 50 percent of the fines collected when a conviction results.
