Allows the establishment of a noncontiguous host culture charter school district under the board of education to be monitored by a host culture district council as a 5-year pilot demonstration project. Allows the establishment of a noncontiguous charter school district under the board of education.	EDN, WLH, FIN
SB 3020 (HSCR949-04)	RELATING TO EDUCATION. Provides funding for the staffing and facilities needed to ensure that the intent of multi-track schooling approach does not result in lesser quality education for communities with high population growth.	EDN, FIN
SB 2063 SD2, HD1 (HSCR1001-04)	RELATING TO EDUCATION. Holds public school students accountable financially for loss or damage to school textbooks, instructional materials, library books, equipment, or supplies.	EDN, FIN
SB 2425 SD1, HD1 (HSCR999-04)	RELATING TO EDUCATION. Expedites funding for New Century Charter Schools. Raises the amount of funding from the Charter School Administrative Office and requires funds be provided by July 15 each year.	EDN, FIN
SB 2478 SD2, HD1 (HSCR1003-04)	RELATING TO IMPACT FEES. Authorizes the department of education to assess and collect impact fees by intergovernmental agreement with a county, as fair share contributions of developers for the construction of state public school facilities.	EDN, FIN
