RELATING TO TAXATION.

Establishes a 5% income tax credit for employers that hire members of the national guard. Establishes that the maximum tax credit per national guard/employee shall be $1,000.

RELATING TO TAXATION.

Increases the allowable income tax deduction for national guard members and reservists called up to active duty from $1,750 to $5,000.

RELATING TO PUBLIC EMPLOYEES.

Establishes that if a public employee's active military pay is less than the public employee's nonmilitary pay, then the public employer shall pay the public employee the difference while on active military duty; provided that the active military duty deployment extends beyond 30 days.

RELATING TO THE UNIVERSITY OF HAWAII.

Requires a full tuition refund for Hawaii national guard or military reservists who are ordered to active duty for more than 60 days during a school semester.

RELATING TO TUITION ASSISTANCE.

Makes a $1,000,000 appropriation for tuition assistance for national guard and military reservists enrolled in degree programs at the University of Hawaii.

RELATING TO EDUCATION.

Sets aside $1 million in federal impact aid for the establishment of a military liaison position within the department of education and to provide funding for the joint venture education forum and the Hawaii 3R's program.

RELATING TO MOTOR VEHICLE LICENSE PLATES.

Authorizes the issuance of special motor vehicle license plates for members of the Hawaii national guard.

RELATING TO THE MILITARY.

Allows active-duty reservists and National Guardsmen who desire to run for office to file nomination papers and take their oaths by mail.

RELATING TO THE BOARD OF EDUCATION.

Requires the military representative serving on the board of education to be seated with the other members and to participate in discussions about board matters, including executive meetings.
