RELATING TO PUBLIC EMPLOYEE BENEFITS. Establishes maximum creditable annual salary formula for purpose of determining average final compensation and retirement benefits of public employees whose salaries are in excess of five times the median public employee salary. Authorizes optional annuity contracts to allow deferral of taxes paid on earnings in excess of maximum creditable amounts. |

Clarifies that a public employee with credited service prior to 7/1/96, that suffers a break in service before or after 7/1/96, shall qualify for the retirement health benefits plan as it existed prior to 7/1/96; provided that the public employee meets certain requirements. |

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Allows noncontributory members of the employees' retirement system to retire without incurring an actuarially-reduced pension after 25 years of service, regardless of their age upon retirement. |

Persons wishing to testify should submit 30 copies of their testimony to the committee clerk, Room 202, State Capitol, 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
