Authorizes BLNR to lease, by direct negotiation and with recourse to public auction, State submerged lands for private nonresidential noncommercial piers.

Allows BLNR to make available lower cost financing through the issuance of special facility revenue bonds for the construction, acquisition, remodeling, furnishing and equipping of special facilities.

Authorizes BLNR to delegate enforcement authority to harbor agents and recreation harbor managers of DBOR for the enforcement of boating and ocean recreation programs under chapter 200.

RELATING TO AQUATIC RESOURCES.

Expands the Department's authority to possess or use chemicals, electrofishing devices, explosives, and other fishing gears that would normally be unlawful when no other reasonable alternative exists. Also expands the Department's authority to permit non-consumptive activities that are otherwise prohibited by law.

RELATING TO AQUATIC RESOURCES.

Clarifies that central service and administrative expenses shall not be diverted from the Sport Fish Special Fund and that money from the Sport Fish Special Fund and Commercial Fisheries Special Fund may be used for enforcement of the State's aquatic resources' laws.

Makes permanent certain statutory revisions to fishing laws temporarily enacted through Act 85, SLH 1999. Allows the Department to amend rules without amending statutes.

RELATING TO COASTAL ZONE MANAGEMENT.

Amends the CZM law to require applicants for shoreline certification to mail copies of applications for certification, including proposed maps and photographs, to the planning department and neighboring property owners.

Allows lessees of public land to extend their leases to the extent

necessary to amortize the cost of major improvements to demised

premises.

HB 2545 RELATING TO INDUSTRIAL PARKS ON PUBLIC LANDS. WLU, FIN

Allows for direct negotiation of leases or master leases on industrial

parks developed under a joint venture or development agreement.

HB 2546 RELATING TO SUBLEASING OF PUBLIC LANDS. WLU, FIN

Allows BLNR to wave requirements to obtain consent for subleases

under public land leases.

HB 2373 RELATING TO KOKEE STATE PARK. WLU, FIN

Provides that if a Kokee residential lessee has made permanent

improvements to the leased property that the new lessee will reimburse

the former lessee for the cost of the improvements.
