RELATING TO EDUCATION. Establishes standards for braille instruction. Requires teachers of blind and visually impaired to be certified under standards established by the Hawaii Teacher Standards Board. RELATING TO WORKERS' COMPENSATION; EXEMPTION Extends workers' compensation insurance exemption to employers owning 50% or more of a limited liability company or a limited liability partnership. (HB 2526, PROPOSED SD 1) |

RELATING TO THE ADMINISTRATION OF TAXES. Lowers the adjusted gross income threshold for individuals required to make annual payments for underpaying their estimated taxes. Also reduces the percentages used to determine the required annual payment. |

RELATING TO THE CAPITAL GOODS EXCISE TAX CREDIT. Expands the GET credit for businesses by allowing the credit for canned software to promote the donation of computer equipment by removing the recapture provision; amends the definition of cost to exclude the actual invoice price of the tangible personal property; establishes the tax credit as four percent of the cost of eligible depreciable tangible personal property; deletes references to the county general excise and use tax surcharge. |

DECISION MAKING TO FOLLOW, IF TIME PERMITS.
Persons wishing to testify should submit 35 copies of their testimony to the committee clerk, Room 210, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
