RELATING TO HEALTH INSURANCE.

Prohibits health insurance rates that are excess, inadequate or unfairly discriminatory. Requires health care insurers to submit rate filings for approval by the insurance commissioner. Establishes penalties and appeal procedures. (SD1)

RELATING TO TEACHER EDUCATION.

Authorizes the department of education to fully reimburse to Hawaii high school graduates the tuition of state-approved teacher training graduates, up to a cap of the University of Hawaii regular session tuition, who teach in the public schools for at least 6 years. (SD1)

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Allows the Office of Hawaiian Affairs to award grants. Appropriates funds as interim revenues to the Office of Hawaiian Affairs. (SD1)

RELATING TO DENTAL HEALTH.

Reduces the number of employees of the dental health division within the department of health in three years. Places that division within the department's health resources administration. Provides that funds previously appropriated to support the division shall be used solely for purchase of services to monitor dental advocacy. Requires that the dental health division report to the legislature with a plan for dental health care and provide legislation. (SD1)

RELATING TO CAMPAIGN SPENDING.

Limits aggregate contributions by any person or entity to not more than $25,000 in any calendar year; repeals limits on number of fundraisers; option to file by electronic filing system or commercially available software; limits family and personal funds contribution in the aggregate to $25,000. Disallows contributions made directly to candidates from corporations and labor organizations, however, contributions are allowed through separate segregated funds for greater accountability. (SD1)
