RELATING TO ESSENTIAL AIR SERVICE CARRIERS IN HAWAII. Appropriates funds to subsidize essential air service providers by paying them an unspecified dollar amount for each essential air service passenger served, subject to the availability of funds. |

RELATING TO THE TRAFFIC CODE. Provides for a new "pedestrians" bill of rights. Requires drivers to yield for pedestrians in intersections and crosswalks. Prohibits jaywalking, unless the crosswalk or intersection in a residential area is farther than 200 feet away. Provides penalties. |
