RELATING TO TRAFFIC ENFORCEMENT.

Provides that no conviction for a violation of speeding initiated by the use of a photo speed imaging detector system shall appear on a person's record, unless it is for driving 25 mph more than the posted speed limit.

RELATING TO COUNTY ROADS.

Raises the state-imposed fuel tax for the county of Hawaii to pay for road identification and maintenance.

RELATING TO WHARFAGE CHARGES.

Eliminates wharfage fees at the intermediate port for interstate and intrastate cargo destined for the neighbor islands.

RELATING TO RENTAL MOTOR VEHICLE SURCHARGE.

Authorizes the counties to assess a rental motor vehicle surcharge of up to $5 per day.

RELATING TO TOWING.

Increases towing fees for storage from $15 to $25 per day for the first 7 days and from $10 to $20 per day thereafter.

RELATING TO PERSONAL TRANSPORTATION.

Adds definition of "electric personal assistive mobility device" to laws regulating county vehicular tax, highway safety, used motor vehicle parts and accessories, statewide traffic code, used motor vehicle tire recovery, and motor vehicle lemon law.

RELATING TO ESSENTIAL AIR SERVICE CARRIERS IN HAWAII.

Appropriates funds to subsidize essential air service providers by paying them an unspecified dollar amount for each essential air service passenger served, subject to the availability of funds.

RELATING TO THE TRAFFIC CODE.

Provides for a new "pedestrians" bill of rights. Requires drivers to yield for pedestrians in intersections and crosswalks. Prohibits jaywalking, unless the crosswalk or intersection in a residential area is farther than 200 feet away. Provides penalties.
