RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Transfers the Deferred Compensation program to the Employees' Retirement System. Requires the Employees' Retirement System to pay interest on pensions that are not processed and issued within ninety days of a member's retirement.

RELATING TO SERVICE EMPLOYEES.

Amends current labor laws to provide comparable wages and benefits for service employees. Allows contracted employees to organize. Repeals section 103-55, Hawaii Revised Statutes.

Extends timeframe for the Department of Education to comply with the categorization and inclusion of its employees into civil service under the requirements of section 14 of Act 253, SLH 2000.

RELATING TO SAFETY INSPECTION FREQUENCIES FOR REGULATED EQUIPMENT.

Allows the Department to set reinspection frequencies of boilers and pressure systems and elevators and kindred equipment based on safety considerations.

RELATING TO EMPLOYMENT STATUS OF PERSONNEL OF THE HAWAII NATIONAL GUARD YOUTH CHALLENGE ACADEMY.

Excludes employees of the Hawaii National Guard Youth Challenge Academy from civil service and collective bargaining.

RELATING TO LEAVES OF ABSENCE.

Re-enacts leaves of absence law relating to the pay of officers and employees on active military service and nonforfeiture for absence.
