RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Transfers the Deferred Compensation program to the Employees' Retirement System. Requires the Employees' Retirement System to pay interest on pensions that are not processed and issued within ninety days of a member's retirement. |

RELATING TO SERVICE EMPLOYEES. Amends current labor laws to provide comparable wages and benefits for service employees. Allows contracted employees to organize. Repeals section 103-55, Hawaii Revised Statutes. |
