Allows elections other than regularly scheduled primary or general election to be conducted by mail upon determination for federal or state elections, by the chief election officer or for county elections, by the county clerk.

Allows absentee ballot to be delivered in a manner other than mail in special cases.

Allows voter with physical disability to receive a ballot outside the polling place but within the 100 feet area and allowed to vote.

PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 6, OF THE HAWAII CONSTITUTION, TO CHANGE THE ELIGIBILITY TO SERVE AS A MEMBER OF THE SENATE OR HOUSE OF REPRESENTATIVES.

Requires senatorial or representative candidate to be a qualified voter in the district prior to filing primary election nomination papers except in the case of an incumbent senator when displaced by reapportionment.

RELATING TO ELECTION CAMPAIGN CONTRIBUTIONS.

Allows registered voters to take an income tax deduction for contributions to candidates seeking election to an office in the district in which the voter resides, regardless of whether the candidate has agreed to abide by campaign spending limits. Reduces paperwork necessary to claim this tax deduction.

RELATING TO INCOME TAX CHECK-OFF.

Increases the amount of the voluntary income tax check-off for the Hawaii election campaign fund from $2 to $5 for individuals and from $2 to $5 for each spouse filing a joint return.

RELATING TO ELECTIONS.

Changes primary from last Sat. of September to second Sat. in August. Provides for automatic recount for small vote difference if difference for statewide office in votes cast between winning and losing candidate is 1/8 of 1 per cent of the total ballots cast for and 1/4 of 1 per cent for any other state or county office.

RELATING TO CAMPAIGN CONTRIBUTIONS.

Prohibits any person who enters into a contract with the State or a county for goods, services or real property which shall be paid in whole or in part by funds appropriated by the legislature or county council to make a contribution to a candidate for public office or a committee or party.

RELATING TO CAMPAIGN SPENDING.

Prohibits corporations and labor organizations from making campaign contributions. Forbids any person who enters into a contract with the state or counties to make, or promise to make, campaign contributions to any political party.

Amends the campaign spending laws to provide public funding for candidates who voluntarily abide by certain contribution and expenditure limits for county council elections in counties having populations exceeding 500,000. Appropriates $150,000 to the campaign spending commission for support staff.
