RELATING TO EDUCATION REFORM.

Sets forth governance and management structure reform provisions for the department of education.

RELATING TO THE BOARD OF EDUCATION.

Replaces current election process for member of the board of education to require members to be elected via an electoral process.

RELATING TO THE DEPARTMENT OF EDUCATION.

Changes the designation of district superintendents to area superintendents, and requires them to supervise delivery of administrative and instructional support services in their areas. Requires the board of education to determine the salaries of the deputy superintendent and area superintendents.

RELATING TO EDUCATIONAL ACCOUNTABILITY.

Holds students, educational professionals, and schools individually and collectively accountable for academic excellence, student safety and well-being, and civic responsibility by requiring establishment of an educational accountability system based on assessment, technical assistance, rewards, sanctions, and reporting.

SB 2747

RELATING TO EDUCATIONAL ACCOUNTABILITY

Allows the Superintendent of Education to reassign principals and other certificated employees from schools that fail to meet goals established by the educational accountability system.

RELATING TO EDUCATION.

Specifies the duties of the office of educational accountability, the school accountability and advisory panel, and school advisory councils. Abolishes school/community-based management.

RELATING TO EDUCATION.

Defines the term "school readiness" to mean that young children are ready to have successful learning experiences in school when there is a positive interaction among the child's developmental characteristics, school practices and family and community support. NOTE: This is a Short Form Bill discussed during the hearing on 02-04-02 relating to Good Beginnings Alliance; School Readiness.

RELATING TO EDUCATION.

Establishes the Hawaii state student council, with student representatives from each departmental school district; and requires the council to determine whether to select the student member of the BOE or to run an election to select the individual.

RELATING TO STUDENTS.

Requires all students in the DOE or UH to provide a social security number or student visa. Makes such information confidential unless limited disclosure is in best interest of student.

SB 2537

RELATING TO PUBLIC SCHOOL FUND RAISING TAX EXEMPTION.

Exempts from the general excise tax fundraising amounts raised by certain nonprofit groups for public school projects as long as the funds are used to supplement the cost for public school programs and the board accepts the donations, and amounts received from those groups for purchases made for school supplies, etc.

SB 3019

MAKING AN APPROPRIATION FOR HIGHLANDS INTERMEDIATE SCHOOL.

Appropriates $300,000 to the DOE for the continuation of National Center on Education and the Economy based literacy efforts at Highlands intermediate school, including 6.00 FTE temporary teacher positions and other current expenses.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
