RELATING TO FARMING.

Amends definition of "farming operation" to include silviculture; provides that a farming operation is not a nuisance if it complies with generally accepted agricultural and management practices; establishes a rebuttable presumption that a farming operation is not a nuisance. Allows a caregiver to give medical and educational consent for minor; provided that the consent to medical care is limited to school-related medical care. RELATING TO TOY VEHICLES.

Requires persons under 16 years of age to wear helmets when operating scooters or skateboards. Prohibits clinging to vehicles while riding on scooters or skateboards. RELATING TO THE UNITED STATES SELECTIVE SERVICE SYSTEM.

Requires an applicant subject to the Military Selective Service Act to be in compliance prior to obtaining or renewing a motor vehicle driver's license or instruction permit or state ID. Requires the county examiner of drivers and attorney general to forward applicant's information to the Selective Service System. (TAM, Ige)

RELATING TO CHECK CASHING.

Makes permanent, by repealing the drop-dead date, the law imposing notice requirements and fee limits on persons who are in the business of check cashing. (MENOR (BR))

RELATING TO INSURANCE UNFAIR PRACTICES.

Deletes exemption for mutual benefit societies and health maintenance organizations from unfair methods of competition and unfair or deceptive acts or practices for refusing to provide or limiting coverage to an individual having a third-party claim for damages. (MENOR (BR))

RELATING TO CHIROPRACTIC.

Clarifies the practice of chiropractic to include referrals for laboratory tests, physical therapy, and massage therapy; clarifies articulations and manipulative therapies; defines "extraspinal". Removes the requirement from the violations and penalty section that the word "chiropractor" or "D.C." immediately follow a person's name if the word "doctor" or the prefix "Dr." is used. Prohibits commercial sexual exploitation of minors in exchange for cash, in kind favors, or other compensation through an intermediary who profits from using the minor for specified pornographic or erotic purposes. RELATING TO SEXUAL ASSAULT.

RELATING TO RIGHTS OF PARENTS AND GUARDIANS.

Requires a physician to give notice to the parent or guardian of a minor or incapacitated person prior to performing an abortion. (SD1) (CHUN)
