Authorizes the Department to license home and community-based case management agencies. These agencies, in turn, will be responsible for certifying community care foster family homes.

Provides for the establishment of one or more community youth investment demonstration projects in Hawaii's counties to reduce juvenile incarceration, teach youth accountability to victims and the community, and invest in early intervention and prevention.

RELATING TO FAMILY CHILD CARE.

Makes general amendments to the family child care home law, including setting a $1 million insurance policy limit per provider, extending the law to include renters, and allowing the board to limit the number of family child care homes to 3% of all units. Removes repeal date for the law.

RELATING TO MEDICAID.

Specifies criteria that sets Medicaid payments at a level that fairly compensates providers.

RELATING TO QUEST MEDICAL ASSISTANCE PROGRAM.

Requires DHS health plan provider to pay for QUEST services at federally qualified health centers at a rate not less than the amount paid to other providers in the same geographic area for comparable services.

RELATING TO HUMAN SERVICES.

Restores QUEST benefits to income-eligible legal immigrants and migrants during and three months after pregnancy. Appropriates funds for this purpose.
