RELATING TO EDUCATION.

Establishes the Hawaii state student council, with student representatives from each departmental school district. Requires the council to conduct an annual conference of secondary school students. RELATING TO EDUCATION.

Requires the financial analysis of expenditures by the DOE to utilize analytical techniques that include examining trends, deviation from the norm or average, school-by-school comparison, and costs and benefits. Requires a financial analysis of expenditures with respect to "program" and "per pupil costs".

RELATING TO EARLY CHILDHOOD EDUCATION.

Designates the office of the lieutenant governor as the lead agency to develop a plan for the establishment of a system of universal access to early childhood care. Appropriates funds (HB96 HD1).

RELATING TO EDUCATION.

Makes the Hawaii teacher standards board, rather than the DOE, responsible for the licensing and credentialing of teachers.

RELATING TO NATIONAL BOARD CERTIFICATION FOR DEPARTMENT OF EDUCATION TEACHERS.

Authorizes the Hawaii teacher standards board to develop, implement, and administer a support program for National Board Certification candidates in the DOE.

RELATING TO SCHOOL PERSONNEL.

Repeals the requirement that principals and vice-principals have served as teachers for a period of not less than five years. Requires principals and vice-principals to have appropriate school-level experience as determined by the department of education (DOE). Authorizes the DOE, on a case-by-case basis, to waive the certification requirements and school-level experience for vice-principal candidates with appropriate administrative experience.
