MAKING AN APPROPRIATION FOR THE PLANT AND NONDOMESTIC ANIMAL QUARANTINE PROGRAM.

Appropriates funds to the DOA for the creation of a quarantine enforcement section within the plant quarantine branch, plant industry division of the department.

Requires the public utilities commission to provide discounts for transportation of island agricultural products when transported by commercial water carriers.
