Appropriates $5 million to provide financial assistance to agricultural/aquaculture enterprises on Kauai by depositing the funds into the agricultural loan revolving fund and the aquaculture loan revolving fund and earmarking the funds for this purpose.

RELATING TO AGRICULTURE.

Requires the inspection and certification of all fresh imported bananas. Establishes the banana inspection revolving fund to provide inspection services to ascertain and certify the grade, classification, quality, or condition of fresh imported bananas. Appropriates funds to be paid into the banana inspection revolving fund. Requires the department of agriculture to submit a report to the legislature prior to the regular sessions of 2002 and 2003.

Imposes a fee on imported macadamia nuts and coffee of $.04 per pound to be paid into a special fund to be administered by the Department of Agriculture for the costs of inspection of imported macadamia nuts and coffee and related enforcement activities, and for marketing of Hawaii grown macadamia nuts and coffee.
