  Where plaintiff part-time teachers argued that their hourly pay rate, established in school code regulation 5203, was linked to the substitute teachers' per diem pay rate established under §302A-624, the circuit court erred in awarding summary judgment for plaintiffs and determining that plaintiffs were entitled to hourly back wages subject to control and adjustment by the board of education under this chapter because regulation 5203 was not a rule adopted under the authority of the board of education pursuant to §302A-1112; did not have the force and effect of law; and was instead an internal policy within the school code that could be amended at any time.  140 H. 139, 398 P.3d 728 (2017).
