[§801G-7]  Appeal.  Within thirty days of the date of the notice of denial of an application or of certification cancellation, an applicant or program participant may submit a written appeal to the department; provided that the appeal shall not be treated as a contested case as defined in chapter 91, and the appeal process shall not include a hearing and the department's final determination shall not be subject to judicial review.
