[§302D-22]  Board as final arbitrator.  (a)  The board shall serve as the final arbitrator of those appeals listed in section 302D-15.

     (b)  A party shall not be entitled to a hearing before the board under this section until it has exhausted all available administrative remedies.

     (c)  The board shall adopt applicable rules and procedures pursuant to chapter 91 for implementing this section. [L 2012, c 130, pt of §2]
