     §846-21  Authority of attorney general.  [Section effective until December 31, 2012.  For section effective on January 1, 2013, see below.]  The attorney general shall carry out this part.  In conformity with chapter 76, the attorney general may appoint such subordinates, at such compensation, within the limits of available appropriations therefor, or without compensation, as may be necessary or proper to carry out this part, and, the attorney general may delegate to such subordinates such of the attorney general's powers and duties as may be necessary for the efficient administration of this part.      (b)  The attorney general, in cooperation with the director of transportation and the appropriate county agencies, shall allow county employees to issue certificates of identification under this part at locations where driver's licenses are issued.
