L 2003, c 214, §5 provides:

"SECTION 5. Upon the Internal Revenue Service's determination that Hawaii 3R's is a qualified nonprofit organization under section 501(c)(3) of the Internal Revenue Code, Act 309, Session Laws of Hawaii 2001, is amended by repealing section 3 [codified as §302A-1502.5]."

In section heading and subsections (a) and (q), "school repair and maintenance fund" substituted for "Hawaii school repair and maintenance fund".
