L 1999, c 176, §11 provides in part:

"The leases granted during the period in which this Act [amending §§190D-2, 11, 21 to 23, and 32 to 34] is effective, in addition to any terms agreed to therein, shall remain in force throughout the term of the lease and shall not be affected by the repeal of this Act upon the tolling of the five-year drop dead period [July 1, 2004]."
