§82-5 Rules and regulations. The awards programs set forth in this chapter shall be carried out under such rules and regulations as may be issued by the department of human resources development for the state government, subject to the approval of the governor, and by the departments of civil service for each of the political subdivisions of the State, subject to the approval of the respective chief executive officer.
