§80-3 Receiving and paying hours. The receiving and paying hours of the department of budget and finance, within the hours specified for public business on business days by section 80-1, except as otherwise directed or permitted by the director of finance, shall be from 9 o'clock in the morning to 3 o'clock in the afternoon, excepting on Saturdays, when it may close at noon.
