Employees exempt from civil service may be initially hired at any rate in the appropriate salary range, including the maximum step, but not at a longevity step. Att. Gen. Op. 66-14.

Employee initially hired above minimum step is eligible for increments pursuant to §77-12. Att. Gen. Op. 70-9.
